_“Each agency must pause: (i) issuance of new awards; (ii) disbursement of Federal funds under all open awards; and (iii) other relevant agency actions that may be implicated by the executive orders, to the extent permissible by law, until OMB has reviewed”_

📰 **[EXCLUSIVE: NSF starts vetting all grants to comply with Trump’s orders](https://www.science.org/content/article/exclusive-nsf-starts-vetting-all-grants-comply-trump-s-orders?utm_campaign=Science&utm_medium=ownedSocial&utm_source=Bluesky)**

> In a radical break with tradition, the National Science Foundation (NSF) this week began to search through billions of dollars of grants the agency has already awarded for anything touching on topics that President Donald Trump has criticized. And NSF has blocked grantees and trainees from accessing funds while the review is underway, wreaking havoc across the academic research community.

> But then minutes before 5, when the freeze would’ve gone into effect had a judge not intervened, an NSF official emailed grant recipients, saying that the system through which their payments were processed would be put on pause. “You will be receiving cancellation notices for any pending payment transactions to enable resubmission, pending additional guidance, to ensure only eligible activities are included in future payment requests,” the email read.

NSF ha ripreso i pagamenti citando a motivo il provvedimento il Temporary Restraining Order (TRO) emesso da un giudice federale _to “…not pause, freeze, impede, block, cancel, or terminate… awards and obligations.”_

📰 **[NSF Implementation of Recent Executive Orders](https://new.nsf.gov/executive-orders)**

> Access to the **Award Cash Management Service (ACM$)** has been restored and the system is available to accept payment requests as of 12:00 PM ET on February 2, 2025.

Importante questo passaggio della [FAQ](https://new.nsf.gov/executive-orders#faq).

> #### 8. Can NSF terminate my award even if they are still reviewing all awards?
>
> NSF can not take action to delay or stop payment for active awards based solely on actual or potential non-compliance with the Executive Orders. However, the TRO reserves the agency’s right to take action for reasons not related to compliance with the executive orders, such as violations of law, regulation, or current NSF grant terms and condition.

> Petro announced that a longtime SpaceX employee named Michael Altenhofen had joined the agency “as a senior advisor to the NASA Administrator.” Altenhofen is an accomplished engineer who interned at NASA in 2005 but has spent the last 15 years at SpaceX, most recently as a leader of human spaceflight programs. He certainly brings expertise, but his hiring also raises concerns about SpaceX’s influence over NASA operations.
>
> […]
>
> [Isaacman] has paid, and possibly still owes, significant money to SpaceX for the Polaris Program of missions he has signed up for. So, there are some financial entanglements.

> I also plan to retain the majority of my equity interest in Shift4, subject to ethics obligations and will move quickly to reduce my voting power to be commensurate with other Class-A shareholders.

Puoi stare tranquillo Carmelo.

> One of the United States’ leading funders of science and engineering research is planning to lay off between a quarter and a half of its staff in the next two months, a top National Science Foundation official said Tuesday.
>
> The comments by Assistant Director Susan Margulies came at an all-hands meeting of the NSF’s Engineering Directorate, according to two program managers who attended.

> National Science Foundation staff heard the plans at a meeting Tuesday.

> On Thursday, two sources told Ars that the science agency should expect to see steep cuts in Trump’s forthcoming budget request. In recent years, the National Science Foundation has received an annual budget of approximately $9 billion, the vast majority of which is spent on research and research-related activities. The cuts could be as deep as 66 percent, with one person indicating the top-line budget number for the National Science Foundation could start at $3 billion.

> “To align with revisions to the Artemis program and cost expectations, today we informed our Space Launch Systems team of the potential for approximately 400 fewer positions by April 2025,” a Boeing spokesperson told Ars. "This will require 60-day notices of involuntary layoff be issued to impacted employees in coming weeks, in accordance with the Worker Adjustment and Retraining Notification Act.

> On Friday, with less than an hour’s notice, David Dutcher, Boeing’s vice president and program manager for the SLS rocket, scheduled an all-hands meeting for the approximately 800 employees working on the program. The apparently scripted meeting lasted just six minutes, and Dutcher didn’t take questions.
>
> During his remarks, Dutcher said Boeing’s contracts for the rocket could end in March and that the company was preparing for layoffs in case the contracts with the space agency were not renewed. “Cold and scripted” is how one person described Dutcher’s demeanor.

Secondo Berger, l’attuale amministratore starebbe spingendo per far volare Artemis II e III.

> Multiple sources said there has been a healthy debate within the White House and senior leadership at NASA, including active administrator Janet Petro, about the future of the SLS rocket and the Artemis Moon program. Some commercial space advocates have been pressing hard to cancel the rocket outright. Petro has been urging the White House to allow NASA to fly the Artemis II and Artemis III missions using the initial version of the SLS rocket before the program is canceled.

> The White House has not made a final decision yet on the large rocket.

La notizia è confermata anche da Bloomberg:

> The US aerospace company cited revisions to NASA’s Artemis program and cost expectations in a brief statement that cited the potential for roughly 400 fewer positions by April 2025.
>
> “We are working with our customer and seeking opportunities to redeploy employees across our company to minimize job losses and retain our talented teammates,” a Boeing spokesperson said by email.

> Edit to clarify, dude with Ars Technica got it wrong, we heard in the audit we’ve got 1600+ in SLS. He’s operating on bad info.
>
> We only ever heard 400 is what I mean, granted he spoke quick and stumbled on his words, but 800 would be too much of a hit. I doubt we’d recover our timeline with 800
>
> \*ETA, confirmed with my higher up, it was only 400 period, 800 would be 50% of the workforce
