According to a source familiar with the contents of the passback, OMB seeks a “major overhaul” of the GeoXO (Geostationary Extended Observations) program. That would include removing instruments perceived to focus on climate rather than weather data, such as those that study atmospheric composition and ocean color.

The passback also proposes to terminate cooperation between NASA and NOAA on GeoXO. NASA handles procurement and technical management of the GeoXO satellites and instruments, and will procure their launches, a role NASA has long played in NOAA satellite programs. It was uncertain what benefits this would provide, given a lack of internal NOAA expertise in satellite development.

U.S. DOGE Service employees have inserted themselves into the government’s long-established process to alert the public about potential federal grants and allow organizations to apply for funds, according to four people who spoke on the condition of anonymity to describe a sensitive situation.

The changes to the process — which will allow DOGE to review and approve proposed grant opportunities across the federal government — threaten to further delay or even halt billions of dollars that agencies usually make in federal awards, the people said.

[…] a DOGE engineer recently deleted many federal officials’ permissions to post grant opportunities, without informing them that their permissions had been removed, the people said. Now the responsibility of posting these grant opportunities is poised to rest with DOGE.

The U.S. Department of Energy (DOE) today announced it is unilaterally cutting in half the overhead rate on its academic grants, something that a federal judge recently told the National Institutes of Health (NIH) it could not do.

“The purpose of Department of Energy (DOE) funding to colleges and universities is to support scientific research – not foot the bill for administrative costs and facility upgrades,” U.S. Secretary of Energy Chris Wright said in a policy directive declaring that the new rate for indirect cost reimbursement would be 15%.
